To meet both the affordable housing market and population growth, Oakland is about to decide on letting everything from tiny houses on wheels and RVs to manufactured single wides into all R-Zoned neighborhoods.

If passed, and it’s looking like it will, more CA cities may adopt these ordinances which could then spread to cities across the US. NIMBY could become a thing of the past if it does.
The Oakland Construction Innovation and Expanded Housing Options Ordinance would update the City’s zoning regulations to:
- Allow residential occupancy of RVs and tiny homes on wheels on private property subject to certain health and safety standards
- Allow mobile homes and manufactured homes in all zoning districts where residential uses are permitted
- Establish density and open space regulations for efficiency dwelling units; and
- Establish height regulations for modular construction.
