The City and County of Honolulu’s Office of Housing has unveiled the 2025-2028 Strategic Housing Plan, aiming to significantly increase affordable housing options for residents across O‘ahu. This ambitious initiative seeks to collaborate with developers to utilize underused public lands, explore innovative financing methods, and centralize housing functions to streamline policy efforts. Mayor Rick Blangiardi emphasized the critical need for affordable housing, stating, “We owe it to our teachers, police officers, flight attendants, and other working professionals to ensure that Honolulu remains a place where they can live, work, and thrive.”

A key component of the plan is the expansion of Transit-Oriented Development (TOD) along the nearly 20-mile Skyline rail system. By creating high-density, mixed-use communities near transit stations, the city aims to reduce commute times, lower transportation costs, and support sustainability goals. Additionally, the plan prioritizes the redevelopment of the Kūwili Station area, envisioning thousands of housing units within a vibrant mixed-use district, supported by $2.7 million in federal and state grants for infrastructure and master planning.
Workforce Housing – A Key Component
Recognizing the housing struggles faced by teachers, first responders, and other public service employees, the city is prioritizing workforce housing initiatives. The plan includes dedicated housing developments specifically designed to keep these essential workers living within the communities they serve.

This includes projects like Parkway Village at Kapolei, a mixed-use development on city-owned land featuring 401 housing units and two on-site preschools, completed in just over a year through public-private collaboration. To further accelerate housing development, the city is leveraging underutilized public lands and streamlining procurement processes. The plan also proposes establishing a Department of Housing and Land Management to enhance efficiency and coordination, ensuring that affordable housing remains a sustainable priority for O‘ahu’s future.
